Is there any other site rather that photoshop that can be used to create 2x and 3x versions of images?
Preferably free.
You could use microsoft paint or 3d paint. They both have options for adjusting image sizes. Start with your largest size, resize the image and save…repeat.

Well the concept of 3x 2x etc is about resizing images for different screens, according to Mr Mosh’explanation, so any app that does resizing can do the magic, no much engineering is required
Also Microsoft photos app does the magic too, it’s free try it if you have a Windows machine #10
