Docker engine issue

I definitely need help to get docker engine running after downloading the wizard.
Everytime I go back to the cmd trying to verify docker version is not working:Take look into attachment below.

Hello.
The message clearly states that docker daemon is not running. Simply start it.

Start Docker Desktop and make sure the daemon is running
