Not Compatible: django - heroku - mssql - windows?

For example Celery does not work on windows in this environment. Is the an environment that will deploy and work?

django - mssql - windows works on my window machine. -dev settings

The combination of django - heroku - mssql - windows fails during deployment and during release. -prod settings

I seem to be chasing ghosts to get this to deploy and release successfully.

Heroku support just says the issues are outside their support responsibility, which is lame.

Question: Does this combination work together, or is there another PaaS environment that does work?
